Organizational approaches to managing smoking in the 21st century

Many organizations are making workplaces smoke-free, by trying to ban their employees from smoking at all. Potential employees are now being screened for tobacco use; hence, smokers' labor is not seen as productful as non-smokers. In the future, will the dominant characteristic of unemployed citizens be that they are smokers? I think it will be interesting to see how these policies pan out in a larger sense, and affect individuals' health-related behaviors.
